BISMARCK - Beaming legislators and other officials gathered around Gov. John Hoeven on Friday as he inked the Red River Water Supply bill, some saying they could barely believe it was happening.
“I honestly never thought there would come a day when we would go this far,” said Fargo mayor Dennis Walaker.
Curt Kruen, a Grand Forks City Council member who also serves on the Lake Agassiz Water Authority, said, “It’s providing reality for that dream. This is a project we didn’t think would come to fruition.”
